National Disability Insurance Scheme

What is the NDIS?

The National Disability Insurance Scheme is known as NDIS. It is a new way of funding and delivering support services for people with permanent and significant disability.

What is the NDIA?

The National Disability Insurance Agency is known as NDIA. It is the government organisation set up to implement the NDIS. NDIA employs a range of staff to support you and your circle of support to plan for your life and the funding to make this to happen.

Why did we need the NDIS?

The current systems do not meet the needs of the people who use them. There isn’t enough funding to support people well, the system is difficult to navigate, families are bearing the brunt and need help, and people are not achieving their full potential.

The NDIS will take time to rollout and will evolve over time, but will be better for people who need it most, in the long run.

Who is eligible for the NDIS?

At the moment, eligibility is determined by three things, your:

  • age
  • residency status
  • disability


People have to be between 0-65 years of age to sign up to the NDIS. For those people who signed up to the NDIS before their 65th birthday, they can continue on the system or transfer to the aged care support system.


You must live in Australia and:

  • be an Australian citizen, or
  • hold a permanent Visa, or
  • Hold a Protected Special Category Visa.


You will be assessed based on the impact your disability has on your ability to communicate, interact socially, work, learn, live safely and independently and manage personal care and general requirements of life (banking, paying bills, grocery shopping, etc.)

What supports will be funded under NDIS?

The NDIS will fund reasonable and necessary supports that help you to:

  • pursue your goals, objectives and aspirations
  • increase your independence
  • develop your capacity to actively take part in your community.

What supports will NOT be funded under NDIS?

The NDIS will not pay for anything already provided by an existing Government program or system. For example, secondary education will not be included because funding exists through the State Secondary Education System and Special Education Officers. The NDIS will pay for support needed to be successful in a further education course, example: mentor or coach. Medical and Clinical services are provided by Medicare, so will not be included under the NDIS.

The NDIS will also not fund anything that is:

  • likely to cause harm to you or pose a risk to others
  • unrelated to your disability
  • part of day-to-day living expenses incurred by the general public and not related to disability support needs (rent, groceries, household bills, etc.)
  • related in any way to income replacement.

Who will be meeting with me to discuss my plan, and whether I’m eligible for NDIS?

If you are a current client of annecto, we will contact you closer to the time that the NDIA will be rolled out in your area. We will book a planning meeting with you to discuss your goals and eligibility under the NDIS.

If you are not currently receiving services from annecto but are receiving services from another registered provider, then your current provider will contact you.

How does the National Disability Insurance Agency (NDIA) contact you or do you have to contact them?

If you currently receive support, your current service provider will contact you when NDIS is due to be rolled out in your area. Alternatively you can visit the NDIA website to make contact directly with them and request an eligibility assessment.

Will the NDIS funding affect my pension and is it means tested?

The funding is not means tested. The only Centrelink payment that may be affected is the mobility allowance.

What is a Plan Management Provider?

A registered Plan Management Provider is an individual or organisation that carries out the management of funds of the supports in your plan. You can use a registered plan management provider to manage some or all of the funding for supports in your plan. annecto is a registered Plan Management Provider.

What do I need to give to my provider at my planning meeting?

You will need to provide the following information when you meet with annecto or another provider about NDIS eligibility:

  • confirmation of your identity
  • confirmation of the address you live at
  • documentation of any disability support services you currently receive
  • information and/or reports about your support need relating to your disability.

Can my plan be reviewed and when?

Your plan is automatically reviewed after 12 months. If your circumstances change or you have forgotten something, you can request a review to occur at any time.

To manage your own funds do you need qualifications?

No, but you will need to have a separate bank account to keep the NDIS funds and keep records. The Planner will be discussing this option with you once you have agreed upon your plan.

The NDIA states that you will be responsible for:

  • sourcing and arranging your supports
  • making payments to your chosen providers, including ensuring that providers receive their payment on time
  • managing your plan expenditure, including submitting My Plan Purchases forms to NDIA
  • keeping records of all your plan purchases and providing these to NDIA.

Is there a certain amount of funding per family or person?

No. The amount of funds in your plan is based on what you decide you need support with and what is reasonable and necessary. This means everyone’s amount will be different. NDIA states “reasonable and necessary supports that help a participant to reach their goals, objectives and aspirations, and to undertake activities to enable the participant’s social and economic participation.”

What if I don’t spend all my funds in the year, can it be rolled over?

In most circumstances the answer is no, unless already agreed with the NDIA.

Can I stay with my current provider?

Yes absolutely. Who you choose is up to you.

Do providers add fees on top of services?

No. No further charges can be added to the listed price and they can’t ask for co-payment on services either.

Will annecto still be providing services in the same areas they have done in the past?

Yes and we hope to offer more of our services in more areas.

How does the scheme affect education/health/mental health services/employment?

The scheme compliments all of these service areas. It does not replace them. The NDIS will not pay for anything that is already provided for by an existing Government program or system.

What happens to people over 65 year old?

People who are aged over 65 years when the rollout occurs will be included under the aged care support system, available to all Australians over 65 years of age. However, people who are less than 65 years of age will be eligible for the NDIS. If you are already in the NDIS and you turn 65 years of age, you can remain in the NDIS for the rest of your life, if that is what you want, or transfer to the aged care support system.

How does planning happen for people who may not have the capacity to plan and make decisions?

People who struggle to make decisions will need to have support in the planning process. This support can be from a significant other in their life such as a parent, sibling or perhaps they may have a formal guardian in place. Alternatively, you could make contact with an advocacy service to support you. annecto staff can also assist, and be nominated as your advocate if there is nobody else.

As we transition to the NDIS do I maintain my current services?

Yes. You continue to receive your existing services at the time of transition until your plan is agreed, funded and activated.
